The legacy files get migrated for you not by you so you
should not have
to do anything.
The only thing you have to do is start using the new files
if you are
going to make changes ( or create entries )

Thanks, I changed them with localectl now but haven't restarted X yet to see if it
will read the keyboard layout properly.
But the legacy files weren't migrated. I upgraded with yum, maybe that was the
reason?
