What about changes to topic titles, do they change the URL? (That would be

Oh, yeah, this is one possibly-subtle feature of the wiki approach: the
common bugs issue template includes an anchor. In e.g.:
{{Common bugs issue|no-sound-on-upgrade|No sound after upgrade|2016253}}
the 'no-sound-on-upgrade' text is used as the anchor title, and the
"link to this item" link it generates uses that anchor. So we can
change the human-readable title - "No sound after upgrade" - without
changing the anchor link, which is what we put in the bug whiteboard
and what should be used when linking to the issue from anywhere else.
