delta ISOs for 16 Beta Gold (AKA RC4)

latter page regarding running applydeltaiso on F14 or earlier (or anything based
on such an old version, such as CentOS). Basically, applydeltaiso from the
native deltaiso package only works if you are running F15 or later, otherwise
you need to use the static binary.
