When testing reboots today, systemd (8-3) is no longer starting

It tries to start it a few tiomes and it doesn't start fast enough and
then it is given up on. I can go into a vt as root and run
systemctl start service
and gdm gets started.
I am not sure if I have something mucked up locally or if this is a relatively
new bug, as it was working OK recently.
It looks like I probably don't have dbus.service enabled or something related
to that. I have it working at home on two machines, so this is likely something
messed up on the work machine, that I'll take a look at Monday.
