Packaging guidelines clean up

Hi folks,

The section
https://fedoraproject.org/wiki/Packaging/Guidelines#BuildRoot_tag has a
note that it is relevant for pre-F10 versions.

Isn't it worth do remove this section at all, as long as even F10 gone
EOL?

It cannot be removed since we still need to cater to EPEL but packaging
committee apparently is moving over EPEL guidelines into its own page
and when that happens, this section could move over.

The problem is that it still applies to EPEL 4 and 5.  What will
eventually happen is that things such as this will move to a specific
EPEL section of the guidelines, but that work is ongoing.
