With a single Ethernet port, disabling network manager and
enabling network apparently allows a simple static IP to be set.
With two ports, the result is utter confusion. Eth0 talks to
the cloud address 70.89.176.169 mask 255.255.255.252
Gateway is 70.89.176.170
Eth1 talks to the local subnet as 192.168.1.13
Turns out the other parameters ends up as modifications of
the accredd key. I had to turn off all network autocongs
and set the parameters manually.
The scenario you describe should work perfectly with NetworkManager
enabled. I'm doing that exact same thing without problems.
