i can follow the logic that
0.16.3-4.1 < ... < 0.17.7-2.fc8
and
0.17.7-2.fc8 < 8.0.0-1.fc8
and
0.17.7-2.fc8 < 1:0.17.7-3.fc8
but i can not follow the downgrade logic. is EPOCH the mystery?

is 0:8.0 < 1:0.17 ?
yes.
a package w/o an epoch or with a zero epoch is less than a package with
an epoch of a greater value.
the above is exactly what epochs are for.
