I tested a fedup from f18-->f20 and noted that some packages were not upgraded. One, in particular, was apper.
Is this to be expected?

Never mind..... Eyes going bad. Just noticed the version of apper in current f18 is greater than apper in f20.

This is a bug that the maintainer needs to fix by pushing an F20 update. Can you file a bug for this?

Well, F20 is frozen, so so they may have built and submitted an update but it can't go stable because of the freeze...
