We accepted RHBZ 1847627[1] as a Prioritized Bug today. The TL;DR is that at least some people have observed high CPU loads when returning from sleep. It seems libinput is sending a storm of zero-value timestamps every millisecond until the touchpad is...touched.
If anyone can reproduce this, your input on the bug would be very helpful. If you have a Dell XPS-13 and cannot reproduce this, that is also good to know.

Huh, I have that laptop and I do see that issue, didn't think too much about it until now. I'll see if I can provide some details.

No luck here on a 9310 (only supports s2idle) and a 9300 I have access to (I can force it into deep, but defaults to s2). Both wake from sleep normally. I cannot reproduce.
