At least you can find it under fedorahosted[1].
I think that transifex.net does not provide it. Why do you need it?
While adding a new language, transifex will create a lang.po file for
you.
If you want to merge a local translation with an updated transifex
one, you could
* upload your file, transifex will merge it and then download it again
* or download the current transifex lang file, merge it locally with
your out to date file using msgmerge[2] (works to merge tow pos) and
continue translating.
