Definitely, most of the translation groups are working with PO files format.
Still there are few who use other formats depending on what they are
translating. Even from this few, many do conversion to and back to PO for
it's nice features. For example, xml2pot, po2xml, Is this what you are asking
about?

Yes, but some groups remove this burden from the members either by letting the
admins do this work or implementing things like a web-based translation. I
would say, we have all these possibilities here. If anyone needs to use CVS,
he is welcome, if someone needs not to care about these things and just
translate, he is also very welcome. I would do all this stuff. If you have
any comment, it's very welcome, too
