I can take the Beginners' Workshop.  About locations, I only see Dresden. Am I missing something?

Thank you, Noriko! This is perfect. I have added several proposed locations
and more locations are welcome if anybody wants to add.

Also, a short explanation: I'd like to see the newcomers' workshop
but I don't think it's the right thing for me to organize. I'll be
happy to organize the other workshop.

This is even a bigger dream to gather all people which should be involved.
This sounds like a bigger event for me, like whole Flock. :-)

I will try to pass the message although the teams I am working with
are sometimes beyond Fedora.

I think that L10n FAD is a good and correct name. We had G11n FAD last
year [1] hm... actually I18N FAD, and I was told many times that this was
not the same thing as L10n FAD. We were not talking about translations,
or if we were then not about particular languages but about translations
in general.
