Creating a new project

Hello,
I tried to create a new project in Weblate, but got an error saying I don't
have permissions to do so.
It was possible for anyone to create new projects in Zanata. Is this a new
workflow? If so, is there some process how to request new projects?
(opening ticket somewhere...?)
