Not only developers can repackage after the translation freeze, but we urge them to do it as late as possible to include as many translations as possible in the release. From [1]:
The later the repackaging takes place, the more translations will potentially make it in the release. Translators of popular packages (like anaconda) appreciate having an up2date package before test3 to test it and make corrections.
GNOME does the packaging 2 days before the release, which is great. Maybe the explanations (also appearing in [2]) should be more clear about this.
