This discussion took place one month ago and I'm not sure I still remember
all the details.
Shortly, it is not about allowing a translation to be present in Fedora
(actually, there is no such mechanism and we just accept whatever upstream
provides) but about a language to be listed in system-config-languages.
Adding a language has its consequences: switching a language should install
its langpacks. The langpacks consist of whole RPMs supporting single languages
like spelling dictionaries or a complete (or almost complete) translation
of LibreOffice. Should we say to a volunteer willing to add a new language
"we will add your language but first you must provide a complete spelling
dictionary or you must completely translate LibreOffice and it must be
accepted upstream"? Oh, we found a solution: glibc-langpack is created for
every language. But on the other hand, should we give the users a choice of
a language even if choosing the language does nothing in their system except
switching the default LANG environment variable?

These are two different examples. Indeed, AFAIR the discussion started
from Filipino language which does not have any langpacks except glibc-langpack
and the translations are very incomplete. Then I used Lower Sorbian as an
example of a language which was added to glibc and now I wonder if any actual
native speaker will ever actually use it. In Fedora or in any other Linux.

I think it's more about langpacks than translations.

I am always appreciated your support to FLP, and am still regret that I
could not travel flock this year due to my schedule. If I was there, I
could talk directly (assuming you were there).
Please correct me if I am wrong.
I so far see, the discussion point here can not be solved by FLP alone,
or out of the scope. I think, it might be an option if this discussion
to be brought back to the place where it was originally occurred?
If any thing particular comes up which we can or should take an action,
I am happy to join.
