OK, I just noticed that the project is configured to allow submissions
from everyone (not a restricted access list). So ignore the Request
Permission bit. =)

Yeah, there's no reason to maintain a restricted access list because we
don't push directly into the repository. All submissions are vetted by
one of the upstream gatekeepers (usually me).
