I'm not a developer so can't really comment on how po files
are being
used and why not all of them have made into test release.
I'd expect in most cases, it's simply because d) hasn't happened
yet.
The other reason translations may not make it in are in packages
that specifically enumerate what message catalogs they install
(via configure, or whatever.) Those require a manual tweak
for new locales.
