Maintainers not updating LINGUAS regularly

Hi all,

I just requested to add missing languages to LINGUAS file for some
modules. I think I'd rather ask the mantainers instead of doing it
myself, since this file is a sensible part of the building process and
I'm not able to build each module myself to test the change. However,
even if the change is not very difficult to apply, audit-viewer
maintainer considers it's better to wait until release time. Please

Sometimes I think localization is not taken into consideration as it
should. I think maintainers should update the LINGUAS file as often as
possible.

I happen to be a translator as well as maintainer of the package in
question, and I do care about localization.  But with ~60 languages, I'd
rather not spend the 5 minutes it takes to test the package builds
correctly 60 times, for each package separately.

I'm not asking you to test each language, I just asked you to add the
language to LINGUAS. Sorry for the misunderstanding.

By the way, I happen to be a developer myself and I know that it
should take 5 minutes to add locales to LINGUAS and run ./configure
and see that the language catalog is generated :).

AFAICS the .po files downloadable from translate.fp.org are always
updated from the newest generated .pot file, even if the language is not
in LINGUAS.

A good reason not to use autoconf/LINGUAS and just write Makefile rules
to ship whatever's there.

I think giving the language team control whether their language is
shipped yields better QA. While for a simple UI it might make sense to
have 30% randomly translated strings (does it?), for a doc or website,
'barely acceptable' might mean at least a selected 70% subset of the
strings. ("Selected" could eg. mean a website localized except one
whole page instead of a few sentences in each page.)

With this POV, I believe the language team should be responsible for
adding the locale in LINGUAS.
