dnf langpacks plugin[1], at least for the libreoffice case. Being
used to updating from the CLI from before Gnome Software, that's what
I still use, but nothing fancier than dnf update, so I would expect
that with the plugin installed langpacks would be installed too from
Gnome Software or any other tool. I think your current locale is
included as default, and you can add others via, for example:
dnf langinstall fr
I don't know how that works at rpm level, though. All that I've found
in a five minute search is [2], which is a naming convention.
