Docbook resources are not guides

Hi.

Docbook Locales [1] and Docs Project Website [2] resources should be moved to the websites collection because these are website layout translations and not of guides.

Hi,

I cannot agree with this.

The first resource is cross-desktop documentation, not websites solution  
used in KDE, GNOME (pre-Mallard), Xfce, etc.

The second resource means nothing to websites. It will be hard to find for  
documenters if moved to websites.

+1, I think this is not really linked to websites.
