how to translate software?

I want to translate some software, i download the po file, but how to
upload this po file??

You can use transifex. In the same page where you download your pot or po 
file, after you log in the system, you can view the send botton:
Read the Translation Quick Start guide:

Translation_Quick_Start_Guide-Translating_Software-Adding_New_.po_File.html
And ask to your l10n team.

Well, probably you are not the registered member of Fedora translation  
group. Please register, apply for membership, and wait for a sponsor from  
your team to submit the translations.

You shoud view an icon with upload arrow. In the TQSG you can view some 
screenshots.  :)
