Description of problem:
While installing fedora CLI in a language other than English (I used Georgian) Fedora/RHEL sets system locale to specified one. In installer you can still type in English, but after reboot, I can only type in Georgian (and see squares in place of symbols, because by some reason from terminal Georgian fonts are not installed. Even when I booted system up with systemd.debug-shell=1 and switched to terminal, I still cannot see Georgian symbols (no font) and thus cannot do 'loadkeys us' thing.
No any problem in GUI, though.
Version-Release number of selected component (if applicable): In any recent (and I believe all) RHEL/Fedora/derivativaes
How reproducible:
Steps to Reproduce: 1. Install any RedHat provided system in any language other than English, install it in a way for it to boot in CLI (minimal?) 2. reboot 3. try to type anything
Actual results:
Cannot login to system/see symbols correctly.
