release time?

Hi all,

Since we are fast approaching translation freezing date, I propose to
have a shorter time frame for anyone to work on a file before it's
automatically released. Say 48 hours?

I'll send out a reminder after 24 hours, and release after 48. And 
remember, the maintainer of a module can release anyone from this module 
at any time.
