adding new translations

Hi

It seems that only the package maintainer can add new po files, not the 
translator himself.
Is there a reason for this and can it be changed?

I'm not exactly sure about the reasons. I don't see any harms for
translators to add new po files either, but then again I don't manage
the repository, really am not the best person to answer this question.
