After reading fedora-packaging thread https://www.redhat.com/archives/fedora-packaging/2009-July/msg00133.html , I was convinced by the discussions and I'm ok with having /usr/share/man/<locales> ghosted and owned by filesystem package. Done in filesystem-2.4.26-1.fc12. As sideeffect - now there will be many man directories owned by filesystem AND some additional package(s) - which turns to be a bug now.
