What is packaged as apt in Fedora is apt-rpm which is a different upstream,
dead for a decade. The "apt-rpm" apt package will be retired and replaced by
the "vanilla" apt package.

Closing this bug as WONTFIX for several reasons:
(a) in modern Fedora distributions are used polkit and dbus to ask for root
password if some action performed via desktop needs to be executed with root
permissions;
(b) there was no bug report for this component for the long time, so it is
possible no one is using usermode and maybe in future it can removed from
Fedora completely.
