Finally, after spending too long reading this tome, I found comment #68, removed /boot/grub2/grub.cfg, reinstalled the kernel, and the problem seems to have cleared.
Why after *7 years* are the grubby error messages not improved? How hard can it be for grubby to report that "/boot/grub2/grub.cfg is empty". Or if it is benign, why not just remove it without generating an error?
