What people are trying to accomplish with tracker bugs like that is to
organize a buglist. That's the whole reason Bugzilla has fields -- to
organize bug lists. Having to use a tracker bug usually means that some
other feature of Bugzilla is not being fully used.
However:
Frequently searched queries should be made into quick links for
triaging
people to go through them easily.
That is a great idea.
