Numlock and/or light not in correct state on login screen and non-X text consoles given the BIOS setting. 4. Lack of UI to override the BIOS setting to affect login screen and non-X text consoles.
It sounds like after excluding (1) and (2), (3) might not be an issue anymore. If anyone is still experiencing (3) or wants (4), please open a new bug and reference the discussion above. I'm closing this one in the hope the BIOS problem is fixed, and it's gotten too confusing for anyone to come along and read it and do anything useful.
