I sometimes find it helpful to run GIMP from the command line when I'm fiddling with it - often it will spew out very helpful info when something goes wrong...

Got around to investigating this, and I found the solution on The Gimp list. Double-clicking the rotation button yields options - I had to reset the option for "Affect" to "Layer" - I hadn't deliberately changed that setting, so that's what had me confused.
