No. I have a Thinkpad X240 with a Mini Display Port. The external monitor is recognized reliably whether it is plugged in at boot time or plugged in after the pc is up and running.
OS: uname -a Linux rwells-x240 4.7.2-201.fc24.x86_64 #1 SMP Fri Aug 26 15:58:40 UTC 2016 x86_64 x86_64 x86_64 GNU/Linux HTH
