This bug appears to be directly related, there are comments with the fixes, but it seems to depend which desktop environment you went with.

I'm using MATE.
It isn't clear to me that your issue is impacted by this. I too am seeing "spamming" of the journal but haven't encountered any degradation in applications and have been ignoring it. (I don't use evolution)
However, since this thread came up I decided to see what would happen if I removed xdg-desktop-portal.
Since it only resulted in

and since I don't make use of flatpak, I did remove it.
The journal is no longer being spammed.
You may want to consider doing a remove of xdg-desktop-portal to see what else will be removed and if you don't need it, remove and see if your problem with evolution is resolved.
