I'm using MATE.
It isn't clear to me that your issue is impacted by this. I too am seeing
"spamming" of the journal but
haven't encountered any degradation in applications and have been ignoring it. (I
don't use
evolution)
However, since this thread came up I decided to see what would happen if I removed
xdg-desktop-portal.
Since it only resulted in

The journal is no longer being spammed.
You may want to consider doing a remove of xdg-desktop-portal to see what else will be
removed and
if you don't need it, remove and see if your problem with evolution is resolved.
