If I knew how to set GDK_CORE_DEVICE_EVENTS=1 at login so it was inherited by all processes I would!?
Suprise! It seems to be working correctly now. I admit I posted this without checking and having used the mouse for a while. In the meantime there would have been an update. I needed to restart Firefox, then it worked right too.
