AFAIK they never do except when pushing a new non-free update.
I've gotten notifications on the last two free updates to 4.5.
Well this thread is pretty stale, but just wanted to note that I FINALLY got a notice from VMware of the free upgrade to 4.5.2 a few minutes ago. Sorry for bad-mouthing VMware, and I still do find their products useful. Better late than never I guess.
