I have installed a fresh F29 while keeping /home as it was from F28. I am using the KDE Spin. Empty directories with very strange names are created in home folders: '0'$'\306' 'P'$'\334' 'p%'$'\373\331\325''U' '`'$'\327'
One precision: the folders have permissions set to current user and group.

Test: Delete strange directories (they're empty AFAIK).
Logout.
<ctrl-alt-F2> (to open a terminal window) Login Check for strange directories in $HOME.
(None, right?) <ctrl-alt-F1> (back to WM login) Login
Check $HOME for strange directories.
Today mine looked like this: drwxrwxr-x 2 pyz pyz 4096 Jan 14 09:16 ''$'\360'','$'\377''^^U'
