I think grouping is still supposed to be the default, but maybe you have extensions installed that alter it? E.g., check for "Alternatetab" in Tweak tool (or on the Gnome extensions site) and see what it's trying to do, if anything.

I just noticed it's only happening on my laptop (also on F25). I don't have any kind of extra apps installed to customize the DE. Just a handful of work apps. I don't even bother customizing the desktop for that matter.
