What command are you using to upgrade?
Some of those above are related. The issue is to find what packages are the culprit for those removals.
As an example above why do you need qtoctave? Since octave 3.8, that octave has a GUI interface and qtoctave has been abandoned for a long time.
Most of the packages that you list above are available in Fedora 30.
