For Mate DT, what icon are you referring to?
I have
System -> Preferences -> Hardware -> Keyboard
There nothing there about shortcuts.
on my Centos-7 box, using MATE, there's both keyboard and
"keyboard shortcuts" on the "hardware" menu. I think
that's the one wanted.
