Well, cupsd isn't listening on 127.0.0.1 which explains why you can't connect to it....

I've never had to modify the cupsd.conf but it would seem yours has been....

I would....

cd /etc/cups
mv cupsd.conf cupsd.conf-old
cp cupsd.conf.default cupsd.conf
restorecon -F cupsd.conf
systemctl restart cups

netstat -nap | grep cups

You should see....

[root@meimei cups]# netstat -nap | grep cups
tcp        0      0 127.0.0.1:631           0.0.0.0:*               LISTEN      14946/cupsd
tcp6       0      0 ::1:631                 :::*                    LISTEN      14946/cupsd

FWIW, on my system where no modifications were done....
