Fedora Core 3 doesn't exist yet, technically.
But the test versions don't include NTFS support, and it's *highly* unlikely that this will change, since the problem is legal and political, not technical.
On the other hand, with FC2 it is possible to install third-party RPMs that support NTFS, and this is almost certain to become available for FC3, shortly after it is released.
