I think what you are looking for is the Gnome volume handler
(gnome-volume-properties)
In gnome it is in the preferences menu. Under KDE, you could just run
/usr/bin/gnome-volume-properties.
See what happens!

This does the trick in gnome -- but has no effect on the default loading
of KsCD in KDE. It's strange how doing something this simple should
turn out to be so obscure....
