What about "deprecated" packages which have been replaced by new major version such as apache 1.3.2x???

That means they have to compile PHP twice for every major version, and other packages...
Same answer for the recompiled PHP.
The apache/php would presumably be in Fedora Alternatives as they conflict with core packages.
