It may not be enabled in hardware (logic board's firmware setup menu, or often there's a function key + icon to turn it on). Otherwise it's probably on that requires proprietary firmware that doesn't come included with Fedora. You need to check with lspci to see what the wifi hardware make/model is and then check what the firmware requirements are.
I believe he is saying that he gets Wifi during the install process. After installing, he doesn't.
