This at least requires more thought....
In my case.... It would seem that root's report includes all processes that would need a "restart" while the user's report is a subset of those currently running under the UID.
Maybe we need to compare what packages were updated?
FWIW, I feel the output I'm seeing is "correct". So, I don't know that I've anything to BZ.
