Really, The text of PackageKit.conf would be interpreted differently.
# Keep the packages after they have been downloaded
#KeepCache=false
You're misunderstanding it. The option "KeepCache" is to determine
whether or not to "Keep the packages after they have been downloaded".
The default value is "false", so it won't do that.
