It's deliberately conflicting, but apparently that's a new feature.

Do what it suggests and make sure that it's "systemd-oomd-defaults" that gets removed. Or just remove it yourself before doing the upgrade.

But # dnf remove systemd-oomd-defaults-250.7-1.fc36.noarch did.
