The config files have been moved around a bit.
$ cat /etc/X11/dm/Sessions/XFce.desktop
[Desktop Entry] Encoding=UTF-8 Name=XFce Comment=XFce Exec=/usr/bin/startxfce4 Icon= Type=Application
