Well, this is crazy.....

I can recreate the symptoms of your problems and fix it....but you seem to have something different.

OK....

Do the following as root....

1.  cat /dev/null > /var/log/audit/audit.log

2.  reboot

3.  When the system comes up....

4.  grep AVC /var/log/audit/audit.log > avcs

5.  post the contents of avcs
