I looked that MINT live, lsmod, when there wifi works..
I see differencies.

As fedora loads
wl	6520832 0
cfg80211 1 wl

Mint loads
wl	6520832 0
cfg80211 2 wl mac80211

When I look, there is no module mac80211 loaded
in Fedora..
