It isn't..... For grins, I just tried it on a fully updated F18 system using....
fedup-cli --network 19 --debuglog /root/fed1.log --instrepo http://dl.fedoraproject.org/pub/fedora/linux/releases/test/19-Alpha/Fedora/x...
It downloads all the packages to upgrade. However, on reboot and selecting up Upgrade menu item it comes to a "hang".
